City of Marshall

Dear Mayor Smith:
I am pleased to present the results of the Local Government Management Review (LGMR) of the City of Marshall that you requested. This review evaluates the City's organization and management and offers ideas to improve the effectiveness and efficiency of these functional areas of the City's operation.
My report contains 44 recommendations for the City's consideration with a potential for saving money or generating new revenues netting more than $4.2 million over the next five years. I have also highlighted a number of best practices or model programs provided by the City that could be replicated by other local governments.
My LGMR team and I are grateful for the cooperation of the appointed and elected officials and other staff. We commend them for their dedication to improving the services they provide to your constituents.
