Opinion: MEDCO a runaway success or a runaway freight train?

In the last couple of weeks one of the weekly pubs said that MEDCO is a runaway success. How do they know? MEDCO may be a success or it might be a runaway freight engine. I dont know. Im not sure anyone does. This is because, to my knowledge, MEDCO does not have an effective set of METRICS to measure its performance.
