That conundrum was among topics discussed Thursday afternoon at a Litter Abatement program sponsored for Harrison County by East Texas Council of Governments.

Presenter John Ockels is no stranger to that aspect of litter control, nor to any other for that matter. Attendees from Harrison, Panola and Marion counties, along with those from city of Marshall, received a free copy of the Texas 2004 Edition of Ockels' book, "Local Control of Illegal Dumping."
