Texas State Technical College's $1.6 million dream becomes reality today as contractors pour the foundation for the college's new "high tech" enrollment management and administration building. "The concrete is the most important part of the building," said Purchasing Agent Michelle Honeycutt, explaining if the foundation isn't right, the building won't be. "It's very critical." --1/26/05--
