Marshall resident Grady Lee has raised heck at more than one city commission meeting, charging that he has seen third world countries that look physically better than Marshall. And landlords who allow their rent houses to deteriorate are one reason why that's so, Lee said in an interview, referring to the appearance of occupied homes surrounding downtown as well as homes on the north and west sides of town.
