Renovations at Marshall's Civic Center have been complete for several years, but the building has not been issued a certificate of occupancy.
A certificate of occupancy indicates the building is in proper condition to be occupied.
THE Marshall Civic Center underwent renovations in 2002 and has not yet received a certificate of occupancy.
At the June 14 Marshall City Commission meeting, District 1 Commissioner Katie Jones asked how the civic center operates without a certificate of occupancy to which Planning and Community Development Director Winston Robinson replied, "Politically."
"We don't have a good answer to that question," City Manager Frank Johnson said.
