Marshall Public Library Director Patsy Harmon grew up on a Kentucky farm and she looks like a mountain woman. She's 53 but her hair still flows down her back, and she has a lived-in face. But behind the kind-of-tired manner, and the laugh lines Ms. Harmon loves to laugh is a woman who feels passionately about library funding. Ms. Harmon has repeatedly pointed out that Marshall's library is one the worst-funded libraries in Texas for the number of patrons it serves, both for total expenditures and for money spent for books and materials.
