Establishing the Marshall Convention and Visitors Bureau as a separate entity will be recommended to the Marshall City Commission when it meets Thursday.
The Tourism Task Force agreed to the recommendation from Destination Development that includes creating a board of directors for the CVB during its meeting Tuesday.
The CVB function has a wider scope than the Greater Marshall Chamber of Commerce, which by charter is meant to be the lobbying organization for local business, said task force manager Ron Munden.
The CVB needs to market everyone, not just chamber members, according to John Kelsh of Destination Development.
Destination Development also recommends that the new CVB needs to have a small board of directors of around five people that the consulting firm would help pick and the city would approve.
"We've noticed that Marshall's boards are very large, which dissipates both authority and responsibility," said the statement from Kelsh.
In addition to separating out the CVB, Destination Development also recommended setting the bureau with a non-profit 501(C)(3) status.
