Marshall needs to create a place downtown where people feel "comfortable."

"Then, the tourists will come," tourism consultant John T. Kelsh of Destination Development advised Tourism Task Force Steering Committee members Tuesday as he gave his first impression of the town during his first visit here.

Kelsh said since coming to town last Thursday, he and his partner Roger Brooks interviewed 23 locals, did some secret shopping to familiarize themselves with the town and took a tour.
