Benicia, California is one of 40 towns in California that is part of the Main Street program. In 2000 the population of Benicia was about 28,000, roughly the population of Marshall. Benicia has been part of the Main Street program for over 10 years.

Benicia Main Street, the Benicia Chamber, and Benicia City government operate as three independent groups although there is strong coordination between the groups. I interviewed people associated with each organization to learn how things are working.
