Because a short look into CVD finances by The Marshall News Messenger reveals nothing less than a bookkeeping nightmare. It may well be impossible to know exactly where the money went and for exactly what reasons.

The CVD is funded with taxpayer dollars.

Emblematic is the fact that this newspaper asked for records of expenditures for a seven-month period covering 2001 and we received five months in that time period, though we received some months as often as three or four times. We also asked for same records covering the 12-month period of 2005, which we have not yet received.
