The Commissioner pointed out the garbage problem could be described as a perfect storm. First there was a big event in downtown Marshall on the weekend. This generated increased garbage. Second, Bo Ellis would normally coordinate pick-up from the special event. Unfortunately he was out of the office recovering from an automobile accident. Finally, Allied Waste had a new driver on the route.

Ok -- now we know why it happened. Is anything going to be done about it?
