KARNACK–The bulk of Thursday evening's hour-and-a-half Caddo Lake Clearinghouse Lake Management meeting was spent on conversation about the Texas Supreme Court's decision to invalidate the city of Marshall's industrial use water permit, which management officials agree was a landmark case in Texas.

"This was a test case on whether the (Texas Commission on Environmental Quality) had to consider the concerns of the Texas Parks and Wildlife Department and effective landowners, cities," said Caddo Lake Institute president Rick Lowerre in an interview after the 6 p.m. meeting in Karnack's Community Center.
