Marshall City Commissioner Katie Jones wanted to appoint local Web site author Ron Munden as tourism task force manager at the last city meeting, and told Commission Chairman Ed Smith so in a private conversation preceding the meeting, Ms. Jones said Wednesday.

But Smith said residents have made complaints about bras that were tacked to Munden's billboard on Grand Avenue, Ms. Jones said.

When the meeting actually rolled around, Ms. Jones said Smith did not mention Munden's name, did not discuss his reservations about Munden and said he wanted more time to study the situation.

"This is why people don't trust us," Ms. Jones said. "It all goes back to the Open Meetings Act.
