Every year or so over the last seven or eight years we have written that opinion in the hope that someone running for the Marshall city commission will take up the cause and transform that into action if elected.

During that time we can think of only one commissioner actually elected who pressed for such a plan and researched what should be done.

But a single commissioner is not enough to make progress.

One other candidate for city commission made that a central theme for his campaign, but narrowly lost to the incumbent. We admit, this is not the kind of issue that brings voters to their feet like, say, supposed porn at the library. But unlike that issue, this one actually has some validity.

But hope springs eternal within the human heart, or so it is written, anyway. We will keep on trying and maybe it will someday create a spark within a mind, who will be able to convince other commissioners and get something done.

We have hope, but we aren't holding our breath.
