1. The Whaley Proposal to reserve 2,000 acres for “commercial use” would take more than 12,000 acre feet of water a year from Caddo Lake.

2. If the Longhorn lands were diverted for industrial use, the people pushing this proposal could clear cut all 2,000 acres and use the substantial income from timber sales to acquire other property. Doubt that? Army spokesman Tom Lederle confirmed that if the land is transferred to an economic development group they could do anything they want with the timber and the water rights.
