While a mailer sent to Harrison County voters does not demonstrate "any intent to commit an illegal act," District Attorney Joe Black said Judge Wayne McWhorter did not handle the matter properly.

Black said McWhorter intimated the flyer was sent on behalf of the commissioners court, but that is not the case.

"I've spoken to three of the four commissioners and they had no knowledge he was doing this." Nor did Elections Administrator Pam Brock know the mailer was being sent using her office as the return address.
