It will take place on Monday, February 27 at 7PM in the Marshall City Commissioners meeting room.

Commissioner Lomax suggested ground rules for the hearing. After a discussion, the Commissioners approved the rules on at 4-1 vote.

The point of disagreement came when Judge McWhorter stated that only residents of Harrison County would be allowed to speak at the Public Hearing.

District Attorney Joe Black questioned the legality of this restriction. Others questioned why the Judge would want to limit the role of subject matter experts since the Commissioners should make a data driven decision.
