This too-little, too-late scramble to revive a faulty proposal is like holding a Pep Rally for USC Trojans six weeks after the Rose Bowl. Anyone who shows up to cheer for the Trojans or the Industrial proposal hasn’t been reading the newspapers -- and is out of step with the times.

Federal law provides that first claim on Longhorn lands goes to another federal agency – in this case the Department of Interior, which is establishing a National Wildlife Refuge at Caddo Lake.

The Department of Interior asserted its claim after a series of public hearings and commentary – and after local officials exhausted attempts to find an industry interested in the site. Because of a large outpouring of support for using the land for wildlife habitat and recreation, Interior decided to act.
