Caddo Lake Institute wins court round

By JULIA ROBB, Special Projects Editor The Caddo Lake Institute has won a court case which guarantees its being allotted water rights on streams and bayous leading to Caddo Lake.
The Travis County District Court has ruled that the Texas Commission on Environmental Quality has the authority to assign water rights to an organization that intends to use the water for conservation purposes, according to Institute President Rick Lowerre, and to court documents.
