Can John Wilburn serve on the MEDCO board and run for the City Commission?

Several months ago the Marshall City Commission passed an ordinance that required a member of a city appointed board to resign from that board prior to running for the City Commission. John Wilborn was recently appointed to the MEDCO board by the City Commission. He has also stated his intent to run for re-election to the City Commission.
I think if the ordinance is enforced he cannot do both. I have been told that he can do both because the ordinance does not apply to the MEDCO board.
