In the December 22, 2005 “Harrison County comes in second” article in the Lone Star Eagle, Rusty Howell got it right.

The article reports:

After the decision was announced, “We just didn’t have the infrastructure,” said Howell. “The main thing we learned was that in a lot of these exercises you go through, you must have the required infrastructure.”

Concerning the Palestine/Anderson proposal:

“They just had the infrastructure that we couldn’t overcome”’ Howell said.

Mr. Howell’s remarks apply directly to the proposal for diverting land from the Federal Wildlife Refuge and using it for industrial development. If we don’t have the right infrastructure, we will not attract industry.
