In the December 22, 2005 Harrison County comes in second article in the Lone Star Eagle, Rusty Howell got it right.
The article reports:
After the decision was announced, We just didnt have the infrastructure, said Howell. The main thing we learned was that in a lot of these exercises you go through, you must have the required infrastructure.
Concerning the Palestine/Anderson proposal:
They just had the infrastructure that we couldnt overcome Howell said.
Mr. Howells remarks apply directly to the proposal for diverting land from the Federal Wildlife Refuge and using it for industrial development. If we dont have the right infrastructure, we will not attract industry.
