Based on recent communications with Senator Hutchison and Congressman Gohmert, we would be pleased to participate in a public hearing on proposals for the property of the Army at the Caddo Lake National Wildlife Refuge. We understand that the Senator and Congressman want a full, fair and transparent process so that you and they can evaluate all the facts and the positions of the communities affected by proposals to alter the current plan for the Refuge.

To assure that proponents of changes to the established Refuge plan and the opponents to such changes have equal opportunity to prepare and make effective presentations for you, appropriate ground rules are needed.
