Texas Gov. Rick Perry said Tuesday Harrison County residents, not the state of Texas, should decide whether a portion of Longhorn Army Ammunition Plant property should be used as an industrial site rather than including the acreage in the Caddo Lake National Wildlife Refuge.

"Folks at the local level know what is in the best interest of this area," Perry said in an interview following a speech he made to local Republicans at the Marshall Civic Center.

Perry said the state can be more helpful to county residents by waiting to see what decision they make, then assisting them to facilitate that decision.
