A Letter to the Editor from Judge Hugh Taylor
Printed in the MNM, September 1, 2010
Dear Mr. Editor:
My point about county budget hearings is simple and reflects my philosophy about our representative form of government and the representatives in power.
The taxpayer voters of this county have the opportunity every four years to vote for and elect a county commissioner from their respective precinct. That commissioner sits on the commissioner's court and is the primary voice of the residents in that precinct on said court. The county judge presides and votes with the commissioners. It is my opinion that your elected commissioners and the county judge need to hold all department heads accountable during the budget process. This ensures that the voters voice will be heard. The commissioners as a full court should have the chance, which is possibly their only chance, to question the department heads about the last fiscal years operations and the requests for funding for the year to come. I feel that residents' voice should be heard when it comes to our multi-million dollar budget. For instance, if there is a request from someone to add personnel, (e.g. the Sheriff might desire to add patrol deputies) without hearing from him, the commissioners are not able to consider that and hash out the details.
As for the JP office, we have requested very little for operations in relation to the overall county budget. At one time, I requested a reduction and eventually eliminated four thousand dollars in part-time help from my office budget when I felt it had become unnecessary.
You see, my point is not for those who spend the money to have more say, but for those whose money is spent to have a voice and solid representation on the governing body by holding open, public and transparent hearings.

Professional you vs. personal you
A unique management guide for our life and times.
By George S. Smith and Steve Burnett
Part 5 of a multi-part series
5. Professional you vs. personal you
One of the most difficult things to do as an aspiring manager is to separate the professional you from the personal you.
Every aspiring manager should remember this simple idiom: There is life after work.
There are three ingredients that have nothing to do with work that are absolutely necessary for a successful career: Family, friends, and downtime.
Family support during ones rise in the corporate ranks is crucial to make the various transitions as smooth as possible. Work can be all consuming if you let it. But it cannot hug you, or listen to your thoughts, aspirations, and fears. Work cannot ruffle your hair in a playful manner just to let you know someone cares.

If You Remember, Just Say Wow!
I celebrate the days when one could pull up to many a roadside joint and order something to be delivered to the car on a clever little window tray. The cold Cokes or Dr Peppers wore a paper napkin girdle to soak up the chill beads. The Cokes back then burned one's throat as they went down. True "Original Cokes," you know, contained a bit of cocaine. Today they contain, well, who knows. I suspect Creomulsion.
This was a time when Neely's was in the old wooden building farther up on West Grand. The carhops announced their coming and going by the loud clap of the screen door. As they headed outside, we watched them closely to see if it was our order. If so, we knew to roll the car window up about the width of one's palm.
The French fries had enough grease on them that they too needed napkin dams. The grease made them limp - not crispy, and the limpness was what made them good. A little salt was already on them from the kitchen. I always added a little pepper too. Once, while visiting in Niagara-on-the River Canada, I found some limp ones at a street carnival. The barker sprinkled them with vinegar instead of catsup. Not bad, but when I got home I resumed my Heinz.

Judge Richard Anderson's Responds to Members of Marshall City Commission
On September 1 Judge Anderson responded to two MNM articles on the Interlocal Agreement between Marshall and the County. He said that no one from the county was contacted by the MNM before the articles were published and he want provide detailed information on the history of the Interlocal agreements.
He pointed out the amount of money involved is less the .3% of the County budget.
He pointed out that the FY 2009 Interlocal agreement was submitted to the City by the County on November 24, 2008 and was not returned to the County by the City for 7 months. The FY 2010 agreement was submitted to the City on October 13, 2009 and not returned to the County for 10 months.
The Judge said the Buck Sherrod Road project mentioned in the MNM was never included in discussions between the County and City and he first learned about the project from the MNM articles.

Marshall, Texas To Debut All New Wonderland of Lights
City Revamps 24-Year-Old Holiday Tradition With Concerts And New Attractions
MARSHALL, TX -- August 12, 2010 -- Each holiday season since 1987, a small
East Texas town transforms itself into one of the most famous Christmas
destinations in Texas. And, this year from November 24 through January 2,
Marshall, Texas is planning the most spectacular 40-day Wonderland of Lights
Festival in its history, according to the organizing committee.
In keeping with its name, the 2010 Wonderland of Lights extravaganza will
feature over one million lights and 400 lighted displays in the historic downtown
area and throughout the City. Just one of the exciting additions this year will be
entitled the Wonderland Experience Light Show, nightly choreographed light
performances surrounding Wonderland's crown jewel, the magnificently restored
1901 Harrison County Courthouse.

Poor form by our city commissioners
We noticed a disconcerting discussion by Marshall city commissioners in last weeks budget workshop session.
A good deal of time was spent by commissioners talking about reinstating Winston Robinson, who was the director of inspection services, into the budget.
Doing that would add $116,000 that is not now in the budget; a budget, we would add, that has already been extremely difficult to balance.
The money is a concern, to be sure, but it is worse that city commissioners are trying to get into the day-to-day business decisions of the city.
That is not their business. And when they make it so, it should send up red flags to everyone involved.
Opening the door in this regard would set an extremely dangerous precedent.
If commissioners can pressure City Manager Frank Johnson to hire a certain person, it only stands to reason that they can exert such pressure to get another person fired, which opens up an entirely new area to worry about.
City commissioners are elected to set the policy of the city. It is up to the city manager to see these policies are carried out. Hiring decisions do not qualify as policy, and city commissioners need to butt out.

Re: Poor form by our city commissioners
From: Zephaniah Timmins, Marshall City Commissioner, District 2
My feeling concerning the article is that the facts were not written. The public was given your opinion but that opinion stands to misguide the public. When dealing with the public they should not be misguided.
Here are the facts:
1. There were several employees laid off/retired.
2. Winston Robinson was the only name signaled out from the others that were laid off/retired.
3. There are known outside influences that cause certain city commissioners to vote a certain way on issues.

Opinion: It's Time to Do What's Right
Resignation, its so much less painful than hara-kiri
By Tom Allin
When King Buddy decided the City needed to give up money for road improvements and potentially put the City in a debt position by increasing estimated revenue projections in order to save the $116,000 Winston Robinson job, did anyone find it peculiar that the lesser paid positions to be eliminated were not an issue.
The other positions eliminated by the City Manager's original draft budget were administrative and blue-collar positions. None of these positions paid anywhere near $116,000.
I am sure there are multiple reasons why King Buddy's Court Commissioners Timmins, Oliver, and Moon felt so strongly as to indirectly direct the City Manager to reinstate the $116,000 Winston Robinson and not the lower paid city staff and at the same time may have reminded King Buddy without them he may not have the votes next year to stay King.
Below are two motives I have seen played out in the theater of politics for saving some jobs but not others:
